Four rural communities across Arizona will be getting much-needed modernization projects for aging drinking water and wastewater infrastructure to improve their drinking water quality and supply and make water usage more efficient in the era of climate change.  

The Trump Administration announced that the United States Department of Agriculture (USDA) is investing $891 million to modernize rural drinking water and wastewater infrastructure in 43 states including Arizona. A total of 220 projects will help improve rural water infrastructure for 787,000 residents in communities with populations of 10,000 or less. 

鈥淲hen rural America thrives, all of America thrives,鈥 USDA Deputy Under Secretary for Rural Development Bette Brand said in making the announcement. 鈥淯pgrading water infrastructure provides a path to economic growth and protects the health and safety of people who live and work in rural areas.鈥

In Arizona, aged and failing water systems will be updated in Pine-Strawberry, Mammoth, Bouse and Aguila. The projects are being funded through the federal. The program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and stormwater drainage to households and businesses in eligible rural areas. 

The projects slated for Arizona are:

Pine-Strawberry water improvement district, Gila County The biggest of the four projects is the Pine-Strawberry Improvement District that is receiving a $22.5 million loan to make improvements to the water system to comply with the Environmental Protection Agency water regulations. Improvements will include the rehabilitation and construction of wells, replacement of six water main projects, a new supervisory control and data acquisition system, and more. 

Mammoth, Pinal County The town of Mammoth is receiving a $500,000 loan for the first phase of construction and improvements to repair and replace failing infrastructure and system deficiencies caused by aging infrastructure and deferred maintenance, and to cure health, sanitation and security issues. Among the improvements will be the replacement of all the asbestos-cement pipelines in the system with new polyvinyl chloride pipelines, installation of new hydropneumatic tanks at town wells, and more. 

Bouse Domestic Water Improvement District, La Paz County A $400,000 loan and a $2.98 million grant will upgrade the Bouse water district鈥檚 water system to meet Arizona Department of Environmental Quality standards. Undersized water lines are being replaced with larger ones and the water system upgraded with drive-by meters, a new water treatment system for arsenic removal, a new operations building, a new well, development of a 70,000-gallon water storage tank, and more. 

Aguila water system,  Maricopa County Berry Utilities, Inc. is receiving $953,000 to acquire the Aguila Water Service water system and make repairs and upgrade the system to promote efficiency to avoid having to seek additional water sources, promote water conservation, and continue to provide reliable local service for the community of Aguila, an unincorporated area in Maricopa County. 

A bipartisan group of Arizona congressional members helped secure the legislation that includes more than $25 million for much-needed projects in Arizona. Arizona congressional members who co-sponsored the legislation were senators Kyrsten Sinema (D) and Martha McSally (R) and representatives Ra煤l Grijalva (D) and Paul Gosar (R).

A major 鈥渋n situ鈥 copper mine in Pinal County is finally in the home stretch to full  commercial production after a years-long process that included fending off 10 lawsuits from the nearby town of Florence.  

But last week at a state meeting to hear comments from the public about the approval of the company鈥檚 aquifer protection permit, a final major step, there was overwhelming support.  

In fact, more than two dozen people spoke on behalf of the project, including three state legislators, one Florence council member, and the executive director of the Greater Florence 番茄社区 of Commerce. 

All spoke highly of Florence Copper鈥檚 actions so far, and about the promise of new jobs and economic stimulus for the region. Florence Copper is owned by Canadian . 

鈥淚t’s a pretty exciting time for such a great project,鈥 Roger Biede, executive director of the Greater Florence 番茄社区 and a longtime Florence resident said during the that was held by the permitting agency, the Arizona Department of Environmental Quality (ADEQ). 鈥淚t鈥檚 something that’s been needed in our town for years. And 2020 has only increased that need.鈥 

Time to move on from 鈥減rison town鈥 image

Originally a mining town, historic Florence is now known as a 鈥減rison town,鈥 Biede said. This project brings the potential to move beyond that.  

鈥淭his is a chance for us to be the model for an in situ mine for the entire world,鈥 he said. 

ADEQ, which has stated that the project has met all requirements to be permitted, is expected to issue its final determination after the public comment period ends Oct. 12. 

It鈥檚 been a decade in the making to get to this milestone. 

Hearing the support from the community was 鈥渞emarkable and gratifying,鈥 said Stacy Gramazio, public affairs manager for Florence Copper.

鈥淲e were certainly pleased and greatly encouraged by the display of overwhelming public and community support for the project during the ADEQ public hearing,鈥 she said. 鈥淲ell over 100 people joined in on the meeting and of the over 30 people who formally presented, all were in favor except one.鈥       

Gramazio said if permitting is approved, construction for full scale commercial production should start in the first half of 2021.

In-situ extraction less harmful to planet  

In-situ recovery mining is a process that is less invasive than traditional mining. The process involves dissolving copper underground into a liquid and pumping it to the surface.

Among its advantages:

  • No waste or ore removal
  • No open holes, waste dumps, leach pads or tailings
  • Minimal noise, dust and greenhouse gas impact

The $200 million project to stimulate pandemic recovery聽聽

If the permit is granted, Florence Copper can move into full commercial production. That will help stimulate the pandemic recovery, said a number of people who spoke at the meeting including state legislators Rep. David Cook, Rep. Mark Finchem and Sen. Vince Leach.

Taseko expects to spend about $200 million to build the commercial plant, plus $50 million a year for sustaining capital.

During the 30-year life of the project, the mine will create significant economic benefits for Arizona and Pinal County, according to an by the L. William Seidman Research Institute in the W. P. Carey School of Business at Arizona State University. 

According to the report, Florence Copper will:

  • Inject about $3.4 billion into the state economy with $2.1 billion remaining in Pinal County 
  • Create and support an annual average of 796 direct and indirect jobs in Arizona, with 480 in Pinal County
  • Generate $1.9 billion in total personal income over the life of the project with $0.9
  • billion going to Pinal County workers and business owners
  • Generate local and state revenues exceeding $468 million with approximately $68.5 million directly accruing to the town of Florence and $33.5 million directly accruing to Pinal County

One of the most scrutinized mining projects in Arizona history

To get to this point, Florence Copper has undergone one of the longest, most thorough and detailed examinations of a mining project in the history of Arizona, company officials said.

Since 2013, the company has been fighting lawsuits filed by the town to block the mine. The town challenged the mine on the basis of a zoning ordinance passed in 2007 that prohibits mining on the property. But the court determined that Florence Copper is entitled to operate under the terms of its 2003 development agreement with the town.

Now, it鈥檚 time to move forward, said Michelle Cordes, the only current council member to speak at the meeting.

鈥淭he people of Florence need high paying jobs and economic activity that a project like Florence Copper can provide us,鈥 Cordes said. 鈥淟et鈥檚 show the state we鈥檙e open for business.鈥
